Stocked Impoundment Permit Scheme

The Stocked Impoundment Permit Scheme (SIPS) provides funding for stocking groups at over 60 impoundments in Queensland.

Impoundments are 'put, grow and take' fisheries where most stocked species will not reproduce. This means the impoundments need to be stocked regularly with fish. The impoundments are stocked with native fish specifically for recreational fishing. The scheme provides a sustainable fishing option that reduces the fishing pressure on wild fish stocks.

The money anglers pay for their Stocked Impoundment Permit goes towards maintaining and enhancing recreational fishing in stocked impoundments and management of the scheme.

    Funding allocation

    The working group looked at a number of allocation models for the 2021 grants. After discussion the majority of the working group supported applying a formula with 40% of funds allocated by surface area capped at 4,000 hectares maximum with available fishing area, and the remaining 60% of funds allocated by the SIPS permit holder participation rate at dams and weirs. It also continues the minimum $500 allocation and the maximum of 70% of total stocking allocation from SIPS. This formula has now been formalised in the Guideline on the administration of Queensland’s Stocked Impoundment Permit Scheme.

    Allocation amounts were based on a total revenue of $1,168,156. A total of $892,000 (ex GST) was allocated for community engagement and stocking of impoundments in 2021–2022. Freshwater Fishing and Stocking Association of Queensland was allocated $20,000 to run the Freshwater Fishing and Stocking Workshop in partnership with Fisheries Queensland and Mackay Regional Council and $872,000 was allocated to impoundments for fish stocking and other approved activities.

    Below is a list of the impoundment allocations and SIPS permit holder participation for 2020–2021. Total allocation reflects adjustments due to carryover caps.

    For impoundments marked with an asterisk, an allocation was not paid to the stocking group/impoundment due to not meeting the grant agreement requirements, dam maintenance activities or holding excessive carryover.

    Funding allocation

    The working group looked at a number of allocation models for the 2019 grants. After discussion the majority of the working group supported applying last year’s allocation formula with 50% of funds allocated by surface area capped at 4,000 hectares maximum with available fishing area and the remaining 50% of funds allocated by the SIPS permit holder participation rate at dams and weirs. It also continues the minimum $500 allocation and the maximum of 70% of total stocking allocation from SIPS.

    Allocation amounts were based on a total revenue of $1,170,000 (included total sales July 2018 to May 2019 and predicted sales for May and June 2019). A total of $840,007 (ex GST) was allocated for community engagement and impoundments in 2018-2019. FFSAQ was allocated $8,000 and Townsville Barramundi Stocking Society Inc.& Hinze Dam Fish Management Committee were allocated a total of $5,500 for Disaster Recovery. $826,507 was allocated to impoundments for fish stocking and other approved activities.

    The allocation formula used for impoundments was 50% allocated by surface area capped at 4,000 ha and 50% allocated by the SIPS permit holder participation from the 2019 SIPS survey with minimum $500 allocations, maximum of 70% of total stocking allocation from SIPS and percentage of available fishing area. Below is a list of the impoundment allocations and SIPS permit holder participation for 2018-2019.

    For impoundments marked with an asterisk, an allocation was not paid to the stocking group/impoundment due to not meeting the grant agreement requirements, dam maintenance activities or holding excessive carryover.
