Our leadership

We have a Leadership Board that is collectively responsible for the department's long-term performance, business success and timely delivery of the government's priorities.

The Board:

  • provides leadership, sets strategic direction, and ensures departmental goals and objectives are achieved
  • communicates policy direction and strategic priorities through the strategic plan, reviewing performance consistently
  • advocates for corporate governance, risk management, strategic investment, structures, internal controls and culture
  • offers strategic decision-making leadership to advance the department's purpose, policies and direction
  • monitors service standards delivery in an effective, efficient and ethical manner
  • exemplifies expected values and behaviours for all employees.

Graeme Bolton, Director-General

Graeme was appointed Director-General of the department in May 2024.

As Director-General, Graeme leads a diverse department and a group of talented people who work with passion and purpose to connect with and support Queensland communities.

Graeme has more than 20 years experience leading multi-disciplinary organisations in the private sector, local, state, and international governments. He spent 5 years in the Middle East, where he was responsible for Qatar’s national growth and development strategy, strategic planning for the new metropolitan rail network, and precinct and legacy planning for the 2022 FIFA World Cup.

Upon returning to Australia, Graeme took up a senior executive role with the Townsville City Council before rejoining the Queensland Government. While at Townsville City Council, he delivered numerous catalytic projects, including Australia’s first-ever City Deal and securing the site and leading negotiations for the new home stadium for the North Queensland Cowboys.

Graeme has been instrumental in leading and delivering major reforms to Queensland’s planning legislation and processes. He has worked across various departments, including State Development, Manufacturing, Infrastructure & Planning; and Youth Justice, Employment, Small Business, and Training.

As Deputy Director-General of Fisheries and Forestry for 4 years, he led key projects, including the Sustainable Fisheries Strategy, the Native Timber Action Plan, and establishing the Queensland Racing Appeals Panel.

Having been born and raised in North Queensland, Graeme is passionate about helping Queensland communities grow.

Ash Bacon, Acting Deputy Director-General, Agriculture

Ash was appointed Acting Deputy Director-General, Agriculture in October 2024.

Previously, Ash was the Executive Program Director for the National Fire Ant Eradication Program. As an experienced senior leader, he led his team to implement a new approach to fire ant management in Australia to protect against this destructive pest.

With around 20 years of experience across agriculture, biosecurity, industry and regional development, energy, mining, natural resources, tourism, and justice, Ash has developed high-performing teams and delivered results across diverse operational environments.

He holds tertiary qualifications in Business, Applied Sciences, Public Policy Analysis, and International Sports Management, as well as qualifications in Program Management and Change Management. He is also a member of the Australian Institute of Company Directors.

Ash firmly believes in collaboration, stakeholder engagement, and community involvement to drive success. This belief underpins his leadership philosophy and approach to public sector management.

Dr Rachel Chay

Dr Rachel Chay, Deputy Director-General and Chief Biosecurity Officer

Rachel was appointed Deputy Director-General and Chief Biosecurity Officer in early 2023.

Before this appointment, Rachel served as Chief Operating Officer for the Australian Pesticides and Veterinary Medicines Authority. With 25 years of experience in animal health, regulatory affairs, and government leadership, she is a strong advocate for lifelong learning.

Rachel holds an undergraduate qualification in Veterinary Science and Master’s degrees in Human Resources and Organisational Development, as well as Public Administration. Her expertise lies in public sector leadership, building organisational capability, and fostering strong partnerships with stakeholders.

She is dedicated to ensuring Biosecurity Queensland protects ecosystems, industries, and Queensland’s way of life. Her commitment includes maintaining product safety and integrity while securing ongoing market access for Queensland commodities.

Justine Clark

Justine Clark, Deputy Director-General, Corporate

Justine was appointed Deputy Director-General, Corporate in December 2023 after acting in the role from June 2023. She was previously the department’s Chief Finance Officer (CFO).

Justine is responsible for delivering a broad range of corporate services to enable the department to meet its strategic objectives.

Before joining the department, she was Executive Director of Investments and Finance Services and CFO at the Public Trustee, overseeing financial management and investment frameworks.

She brings extensive experience in senior leadership and corporate operations in both the private and public sectors. Having spent most of her career working in rural and regional communities, she is passionate about delivering efficient and effective services.

Pauline Jacob

Pauline Jacob, Deputy Director-General, Fisheries and Forestry

Pauline was appointed Deputy Director-General of Fisheries and Forestry in February 2024.

She plays a key role in positioning Queensland as a global leader in sustainable fisheries and fostering enriching fishing experiences. Her responsibilities include ensuring the strategic management of state-owned timber and quarry resources meets community and government expectations while supporting industry investment.

Before this appointment, Pauline was the Group Manager for Environmental, Social, Governance and Sustainability at Collins Foods Limited. She has also held senior leadership roles with Rio Tinto, McKinsey & Company, and Melbourne Water.

With over 20 years of experience in environmental management, regulatory change, compliance, and stakeholder engagement, Pauline has a strong understanding of environmental regulations and industry dynamics. Her leadership focuses on balancing economic growth with environmental sustainability, ensuring a lasting legacy for future generations.
